Mr. bullens has been involved in many high profile cases all over the united states. He has been featured on many news programs as well as being featured in the bio channel special "stolen innocents" originally aired on the a&E channel's investigative reports will bill curtis.
He has conducted in excess of 8,500 examinations and was declared a polygraph expert in the United States District Court, Southern District of California by the Honorable Marilyn L. Huff in Criminal Case Number 07-CR-0835-H on June 10, 2009. He has testifed as a polygraph expert in The Superior Court of California on numerous occasions as well.

During his tenure with the Virginia State Police, he served as an undercover narcotics agent working closely with the DEA task force in Washington, DC. He also participated in the Lisk - Silva homicide case in Fredericksburg, Virginia, the disapperance and suspected homicide of Alicia Showalter Reynolds in Culpeper, Virginia, the Weed and Seed task force in Winchester, Virginia just to name a few. During his time in San Diego, he has conducted post conviction examinations for sex offenders under community supervision (San Diego County Probation, Federal Probation, State Parole, etc). He has also been tasked with testing all sexually violent predators released back into the community and is a sitting member of the San Diego Sex Offender Management Council.
Under Mr. Bullens' direction, Forensic Technologies, Inc. has been the sole source provider for Post-Conviction Sex Offender Testing in San Diego County since 2001, clients including County Probation, State Parole, California Department of Mental Health, Liberty Healthcare Corporation, gateways hospital, los angeles,conditional release program and many more.
